The Project Management Unit (PMU) under the PULSE project is seeking highly qualified candidates for the role of Procurement Specialist. This is a full-time position based in Lahore, Pakistan. The successful candidate will be responsible for managing procurement activities to ensure efficient and timely delivery of project needs. Responsibilities

As a Procurement Specialist, you will be expected to:

  • Oversee the procurement processes for goods, services, and works needed for the project, ensuring compliance with all relevant laws, regulations, and procedures.
  • Develop and implement procurement strategies and plans.
  • Prepare tender documents, request for quotations (RFQs), and request for proposals (RFPs) in coordination with the project team.
  • Evaluate bids and proposals, ensuring the selection of suppliers and contractors that offer the best value for money while meeting quality and delivery requirements.
  • Maintain relationships with vendors and suppliers, ensuring timely and efficient procurement operations.
  • Monitor and track procurement activities, keeping records of transactions and reporting to management as needed.
  • Conduct market research to ensure competitive pricing and contract terms.
  • Ensure the proper documentation and compliance of contracts and procurement-related documents.
  • Provide regular updates and reports on procurement activities to senior management and stakeholders.

Qualifications

To qualify for the Procurement Specialist role, candidates should meet the following criteria:

  • Education:
    • A Bachelor’s or Master’s degree in Business Administration, Supply Chain Management, Procurement, or a related field.
  • Experience:
    • At least 2 years of professional experience in procurement or supply chain management, preferably within the public sector or large-scale projects.
  • Skills & Competencies:
    • Strong knowledge of procurement processes and regulations.
    • Excellent negotiation, communication, and interpersonal skills.
    • Ability to work in a team and manage multiple tasks.
    • Strong attention to detail and organizational skills.
    • Familiarity with procurement software and Microsoft Office tools.
    • Proactive, results-driven approach to problem-solving.
